If he disagrees (meaning Marko he doesn't like it) he VETOES the Bill...then requiring Congress to pass it with a super majority (2/3rds)

So while the President doesn't sign the checks...he can push or approve of legislation. Heck I don't think Bush vetoed too many very bad bills...”
