Norristown Mayor, Contractors Charged With Corruption

A year after voters dissolved his office, Norristown mayor Ted LeBlanc has been charged with taking kickbacks and illegal payments, including $10,000 in cash a brown paper bag.

LeBlanc 67, allegedly took another $10,000 from the borough's insurance broker so the broker could keep a contract worth more than $400,000.


LeBlanc was among five people named in federal indictment Tuesday, including insurance broker Herbert Bagley and former borough administer Anthony Biondi.

LeBlanc also hid money he received from the sale of his Norristown pub from Commerce Bank, which had a lien on the business, the federal grand jury charged in the 33-page indictment.

Bagley, 62, of Blue Bell, Pa., has been indicted on charges that he filed more than $50,000 in phony invoices. He had feared he would lose the contract after his business partner was charged with stealing a six-figure sum from the borough, prosecutors said.

Biondi, 43, was charged with taking kickbacks for paving and snowplowing contracts awarded to two co-defendants. Biondi secretly owned some of their equipment and was paid for their use, prosecutors charged.

"This was corruption in its most basic form," US attorney Patrick Meehan said:

"The victims in this case are the people of Norristown. Taxpayers have the right to expect honesty from public officials and, as this indictment shows, they didn't get it."

Norristown, with a population of about 31,000, is the county seat of Montgomery County. LeBlanc is still mayor, but only in title -- he no longer has any power after voters decided to change the town's form of government. The office of mayor will be officially dissolved on December 31st.

We've got a big scandle brewing here in Ohio where the govener gave like $50 million of the state's money to a friend to invest for the state and boom, it disappears. Jeebis Cripes on a pogo stick! String 'em up!

Tremors in Hassleburg are due to things other than belly laughs in Philadelphia. Perhaps budget requests originating in Philadelphia, but not belly laughs. Unless the belly laughs accompany a budget request.

Or they could be driving piles for the Turnpike Bridge.

I read the Toledo Blade almost every day, and geez, this Ohio Coingate scandal is something else.

The governor gave $50+ million to Tom Noe. He immediately put it in his bank accounts. Then, he contributed money to almost every Republican campaign in the state, including the Bush campaign.

Now I know that Bush had NO idea that Noe was doing this. And I know that the Republicans in Ohio would certainly have been strong enough to win that state for Bush without millions of dollars in public money funding their campaigns, but geez.

But at least the taxpayers of Ohio will soon own a nice vacation home in Florida after they throw Noe in jail and take it from him. It'll be like a statewide timeshare. Everyone gets a minute on the beach.
