An APGAR of 10 is exceedingly rare. In the early 60's I worked in a delivery room and newborn nursery in Japan. There were quite a few 9's, but only 1 or 2 10's. I don't remember all the criteria, but what stopped a kid from going from 9 to 10 was usually something called achrocyanosis. In other words, cyanosis of the finger tips and toes. To get that final point, the newborn would have to be born pink all over right from the git go. Although only 19 years old at the time, I used to argue with the doctors over the scoring.
